A. Introduction

Member States (MS) of the European Union have agreed to provide information on funding decisions concerning humanitarian aid both to OCHA and ECHO according to a standard 14-point format. In the case of ECHO, the information is collected and will be disseminated on Internet within 24-48 hours in order to meet the operational coordination requirements of other MS and other interested parties more generally. To do so meaningfully, it is important that the data provided is rapid, complete, and respects certain conventions.

For this purpose a standard format for the 14-point reports has been developed by ECHO in agreement with OCHA. MS are very much encouraged to use this standard form when reporting.

B. What should be reported?

It is of fundamental importance that all are clear on the scope of the system. The core objective is to capture all humanitarian aid decisions, whichever Government department may be responsible for them. The database will also have the capacity to include related types of operation. The definition of what constitutes humanitarian aid – and therefore should be reported – is left up to MS. However, for reasons of compatibility, one field on the report asks MS to identify operations corresponding to ECHO's mandate as defined in the Council Regulation as opposed to "other" operations. Owing to varying definitions and/or practice, the ECHO system does not have the objective of being either exhaustive or constantly up-to-date in respect of these "other" operations.

C. When and how to report?

Report immediately once information on specific funding decisions in favour of countries or of agencies is available (and all the more so if the information is time-critical). Send updates as and when necessary to provide further information. These should be clearly marked as updates. In order to identify the original form, please indicate the date when it was sent, the project/decision identifier, or attach a copy.

This means that, depending on national systems, it may be sufficient to report once, or it may be necessary to report twice, at "decision" and then at "contract" stage.

Fill out the form in English or French to the extent possible (however, see below for the rules governing the names of agencies).

D. Guidelines for completing the model fax

Fields given in bold are assumed to be relevant in every instance and therefore must always be filled in. In the case of in-kind contributions, it is vital also to fill in the fields 12 to 14 at the bottom of the form.

2. Value.

Provide the financial amount of the decision. Indicate whether cash or in-kind. The value may be quoted in national currency, ECU or USD: give in all cases the currency code. Take special care in determining the real value of in-kind contributions.

3. Recipient country and breakdown.

The precise country or countries where the aid is delivered should be identified, rather than a general region ("all countries" is a possibility for horizontal activities such as workshops etc. and, as a proxy, for block grants to agencies). The recognised international state denomination or the ISO-3 code of the territory concerned should be used (e.g. Chechnya = (Federation of) Russia, Republika Srpska = Bosnia-Herzegovina etc.). In the case of a decision covering more than one country, as a minimum all the countries should be listed on the form with the amount for each country (which should sum to the total under 2). An indicative amount per country (indicated as such) should be given if no firm figures are available. If a decision covers operations of different kinds in different countries, as it almost always will, it will be necessary to use separate 14 point forms to give the full information (e.g. one form for refugee camps outside Rwanda, another for rehabilitation within). Separate forms per country should be the norm.

4. Disaster or crisis necessitating aid.

Give the following information (a) the type of the disaster (earthquake, floods, civil war...), (b) the country or countries where it occurred and (c) as necessary, text fields giving further information (e.g. "Earthquake", "Armenia", "Epicentre Spitak, 7.5 on the Richter scale"). If there is no danger of ambiguity, it is sufficient to refer to well-known crises in an abbreviated way (e.g. "Great Lakes crisis"). But conversely, it is important to clarify the event being responded to in cases where different types of crisis/disaster might be going on in the same country at the same time.

to be given in the form DD/MM/YY wherever possible. Decisions attached to budgetary years other than the nominal year of the decision should also give the budgetary year of imputation (e.g. 12 Feb 96; B.Y. 95, or 1/3/96 B.Y. 95/96).

it is assumed that an organisation-specific identifier for the operation is always available. Its inclusion is important as it may help track down individuals/departments responsible for certain projects should a user need more information

6. Channel.

It is of vital importance to identify channels (i.e. implementing organisations) precisely and unambiguously. Use therefore the official, full denomination of the organisation in question in the language used by that organisation at its HQ, with a reference between brackets where appropriate to any parent organisation (e.g. "Artsen zonder Grenzen-NL (MSF- NL)"; "Red Barnet (Save the Children-DK)"). The exact denomination of legally separate if related organisations should be used ("Cruz Roja Española (Spanish Red Cross)" not just "Red Cross"). On the other hand, unitary organisations should not be accompanied by additional information not relevant to their legal status ("UNHCR" not "UNHCR-Belgium").

It may often be necessary to mention more than one channel if a decision covers different implementing partners. In this case the amount per partner should be clearly indicated, and the total amount should match that given in point 2. Indicate also the type of channel: choose amongst the options given.

Mention the region of the country in question where the operation is carried out (e.g. "Chechnya", "North Kivu"). If appropriate, give a more precise locality alongside the region (e.g. "Chechnya (Grozny)").

9a. Objective.

Should be given as free text (e.g. "to assist the Kurdish refugees fleeing Arbil with food and medical supplies..."). This is the place to include the precise reference to UN or other appeals, particularly the project code in OCHA UN Consolidated Appeals, if relevant.

Should be chosen amongst the options given on the form. Where possible, the size of the beneficiary population should also be given. This field is not obligatory but should be filled in as far as possible.

9d. Type of aid

should be chosen amongst those on the form. This field is important since it responds to the need to at least approximate definitions of humanitarian aid between ECHO, the MS and third countries. In ECHO, the two most important categories of aid which we do not consider as humanitarian but others may are structural food aid operations and refugee operations with a long-term focus. The US e.g. often also includes the cost of military operations within its statistics. MS are free to report anything they consider to be humanitarian aid; neither ECHO nor OCHA filters the information received in any way.

Aid should be given as "core humanitarian" if it approximates to ECHO's definition as contained in the Council Regulation. Otherwise, one of the other categories should be chosen. ECHO does not expect and is not trying to capture in the database all these other types of aid for all MS: statistics pertaining to categories other than "humanitarian" will therefore only ever be partial. ECHO itself will periodically include relevant data from DG VIII's food aid division (which OCHA already includes) and from the PISG database which covers refugee operations across Commission services.

ECHO will carry out data entry during normal office hours only. The data in the form of the reports made available on internet will of course be accessible 24 hours a day. The precise format of reports will be decided later but they will in any case contain fully detailed information as well as aggregate statistics.
